Polish airspace
and the EU framework

Since January 2021, drone operations across the European Union — including Poland — have been governed by EU Regulation 2019/947. The Polish Civil Aviation Authority (ULC) serves as the national competent authority for registration, licensing, and enforcement. Operators flying in Polish airspace additionally interact with PANSA for airspace coordination and DroneRadar for real-time zone checks.

Open Category

Low-risk operations below 120 m in unpopulated areas. Subdivided into A1, A2, and A3 subcategories depending on drone weight and proximity to people.

Specific Category

Medium-risk operations requiring an operational authorisation from ULC. Operators must submit an Operational Risk Assessment (SORA methodology).

Certified Category

High-risk or large-payload operations. Requires aircraft certification, pilot licensing, and operator approval akin to manned aviation standards.

Operator Registration

Mandatory for drones above 250 g or equipped with a camera. Registration is completed via the ULC DronePortal platform and must be renewed annually.
